{"id":1341,"date":"2021-11-08T00:26:00","date_gmt":"2021-11-08T00:26:00","guid":{"rendered":"http:\/\/marereport.namma.org\/?p=1341"},"modified":"2024-01-12T17:23:48","modified_gmt":"2024-01-12T17:23:48","slug":"covid-vaccines-for-seafarers-in-canadian-ports","status":"publish","type":"post","link":"https:\/\/marereport.namma.org\/index.php\/2021\/11\/08\/covid-vaccines-for-seafarers-in-canadian-ports\/","title":{"rendered":"COVID Vaccines for Seafarers in Canadian Ports"},"content":{"rendered":"\n<p><strong><em>by Susan Huppert, NAMMA<\/em><\/strong><\/p>\n\n\n\n<p>Recognizing seafarers as essential workers and understanding their role in the global market is yielding support for their vaccination needs in various Canadian ports. <\/p>\n\n\n\n<p>The Chamber of Shipping, the voice of the marine industry on Canada\u2019s West Coast, is working with four regional health authorities to make vaccinations available to the previously unrecognized workforce. Health officials in British Columbia are responding efficiently to vaccinate seafarers against COVID-19. Various provincial health agencies included in this effort are Vancouver Coastal Health, Fraser Health, Northern Health and Vancouver Island Health. The vaccines are offered to seafarers free of charge and the Chamber of Shipping is helping facilitate transportation, including those who are vaccinating seafarers at anchorage. Recently 11 seafarers where vaccinated on one vessel while waiting to dock. <\/p>\n\n\n\n<p>\u201cThe\nprocess has been very good,\u201d said Chamber of Shipping Vice President, Bonnie\nGee. <\/p>\n\n\n\n<p>She estimates about 50 percent of seafarers are receiving vaccinations while on board. Others who are able to get off their ships are receiving vaccines through provincial health agencies. On Canada\u2019s west coast nearly 1,000 seafarers have been vaccinated since August. <\/p>\n\n\n\n<p>Shipping\ncompanies\u2019 agents can contact service providers to begin the process of\nseafarers receiving a Provincial Health Number (PHN) in advance. A PHN is one\nof the criteria needed for access to vaccines along with personal\nidentification. <\/p>\n\n\n\n<p>The\nprocess of vaccine delivery varies per port across the country. &nbsp;<\/p>\n\n\n\n<p>Chaplain\nDan Phannenhour serves with the Mission to Seafarers in Hamilton, Ontario,\nwhere he estimates 100-130 seafarers arrive weekly. The recent emergence of a\npartnership with health care workers in Hamilton assisting in the Port of\nHamilton has been a welcome provision for seafarers. <\/p>\n\n\n\n<p>After\nlearning of the Shelter Health Network\u2019s work to vaccinate homeless and otherwise\nmarginalized people by bringing the vaccines to those in Hamilton, Phannenhour\ncontacted Dr. Kerry Beal, the lead physician of the outreach to request\nvaccinations for seafarers. Understanding the seafarers, as within their target\nmission, Beal agreed. During the last week of October, 15 seafarers in the port\nhad received vaccinations. <\/p>\n\n\n\n<p>When a ship\u2019s agent requests vaccinations for a crew or crew-member, Phannenhour coordinates schedules with his designated providers. Beal and Dr. Joe Oliver arrive at the port with a nurse who administers the shots. Printed verification of the vaccination is provided to the seafarers so they can move more freely among countries, reducing stress. Every request for a vaccine has been met, according to Phannerhour. <\/p>\n\n\n\n<p>The vaccination process in the Port of Montreal is going very well according to Michelle DePooter, lead chaplain at The Ministry to Seafarers outreach there. &nbsp;<\/p>\n\n\n\n<p>\u201cWe have a good relationship with those who run the clinic. We make up a spreadsheet with the seafarer&#8217;s data and send it to a government walk-in clinic that is quite willing to vaccinate them with just a passport,\u201d she said. \u201cThey do their best to match vaccines with those seafarers have previously received in other countries.\u201d &nbsp;<\/p>\n\n\n\n<p>Eight-hundred\nseafarers have been vaccinated since early July, according to DePooter. &nbsp;<\/p>\n\n\n\n<p>The\npublic health agencies procure the vaccines. It is up to each province to\ndecide about distribution. The Quebec government was all in.&nbsp; When health care staff was available during\nthe summer months, a mobile clinic was set up at the port in Montreal. <\/p>\n\n\n\n<p>The\nCanadian Seafarer\u2019s Welfare Board includes industry professions, shipping\nagents, welfare agencies and others cooperate nationally regarding the welfare\nof seafarers. A unified approach and shared solutions are benefits for all. Each\nseafarer center works with the acquired information from the welfare board on\ntheir own end to establish a path to vaccines for seafarers in their respective\nlocation. <\/p>\n\n\n\n<p>Significant headway is being made. Some barriers still exist. <\/p>\n\n\n\n<p>Provincial\ngovernments have various \u201choops to jump through,\u201d said DePooter. \u201cI am thankful\nfor the cooperation of Quebec. We all work very well together.\u201d <\/p>\n\n\n\n<p>\u201cThe\nseafarers are very thankful.\u201d <\/p>\n\n\n\n<p>Additionally, \u201cEvery\nship company has its own policies and procedures. So it\u2019s been a learning\ncurve,\u201d said Gee. \u201cBut it\u2019s very rewarding as well.\u201d<\/p>\n\n\n\n<p>Canada\u2019s\ndecision regarding vaccinating children could have some bearing on access for\nnon-Canadians. <\/p>\n\n\n\n<p>For now, the process of providing access to vaccines is going well at the Port of Halifax according to Mission Manager, Helen Glenn, of The Mission to Seafarers Halifax.<\/p>\n\n\n\n<p>When the need\nfor vaccinations developed, Glenn submitted various communications to key\nmedical contacts for Nova Scotia Immunizations and Strategies to establish\nprotocols regarding seafarers. <\/p>\n\n\n\n<p>\u201cWe are most grateful to the Nova Scotia Public Health system for facilitating our request,\u201d she wrote in an email. &nbsp;\u201cOnce protocols were established and shared, it finally came to fruition.\u201d<\/p>\n\n\n\n<p>The initiative includes facilitating the vaccination of seafarers on request.&nbsp; In Halifax, the Mission transports seafarers to community clinics, pharmacies or the IWK Health Center in Nova Scotia.&nbsp; They are mandated to test all seafarers for COVID-19 prior to transporting to a community clinic or pharmacy for vaccines.&nbsp;This causes many issues due to time constraints. <\/p>\n\n\n\n<p>Once the process was established and approved by the medical partners in Nova Scotia, a copy of the protocols was shared with the Canadian Seafarers&#8217; Welfare Board, in the hope of gaining their assistance to expedite seafarer needs, particularly as it relates to requested shore leave, according to Glenn.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Those concerned\nfor seafarers count on and work together with ship owners, agents, port\nauthorities and government agencies permitting welfare centers to advocate on\nbehalf of seafarers from around the world.&nbsp;The Mission to Seafarers in\nHalifax has facilitated 167 seafarers\u2019 vaccinations to date.<\/p>\n\n\n\n<p>Even so, the requests not met are of\nconcern for Glenn. <\/p>\n\n\n\n<p>Because of fast turnarounds, captain\u2019s\nconcerns, the logistics of preliminary testing, coordinating where to go and\nhow to obtain the number of vaccines required on a day-to-day basis can often\ncreate delays in Halifax. <\/p>\n\n\n\n<p>Glenn writes, \u201cRegardless, we are humbled and honestly grateful for the work of everyone involved to facilitate this critical outcome \u2013 vaccinating seafarers.
