The\nInternational Seafarers\u2019 Welfare and Assistance Network (ISWAN), and the\nInternational Christian Maritime Association (ICMA), with their respective\nmemberships of concerned shipping companies and seafarers\u2019 ministries in\nEurope, Africa, Asia, and the Americas, encourage governments and the maritime\nindustry to continue to work together to facilitate crew changes for seafarers\naround the world. Seafarers are integral to the world economy and should be\nconsidered essential workers by all governments. <\/p>\n\n\n\n

Continued\nneed for repatriation from contracts<\/em><\/p>\n\n\n\n

Thousands\nof seafarers have told ISWAN and ICMA\u2019s members that the continued delays in\ntheir repatriation are increasing the pressure on them and their crewmates and\ncausing them both physical and mental exhaustion. These seafarers have been put\nin danger and they need to get home without delay. <\/p>\n\n\n\n

Since\nMarch 2020, most seafarers\u2019 welfare centres around the world have been closed.\nThough some seafarers\u2019 centres have since reopened \u2013 following hygienic guidelines\nand with limited services \u2013 many ministries in the meantime have provided\nservices to the gangway of ships only, delivering SIM cards and care packages\nor taking special orders for shopping. One chaplain in the Port of Montreal,\nCanada delivered 120 full-size bags (28+kg) of crisps to one vessel. A ship\nvisitor in Southampton, England made a special run to the market for\ntoothpaste, toothbrushes, shampoo, and chocolate, as the crew had run out of\nthese necessities in the course of their three additional months on board. In\nBrisbane, Australia a Catholic chaplain held mass from the dock for the crew of\na ship whose captain had passed away en route from Noumea, New Caledonia.<\/p>\n\n\n\n

ISWAN\u2019s\nSeafarerHelp<\/em> helpline has received a record number of calls from seafarers\nin the past months. In the past month, 1553 cases were handled by the\nSeafarerHelp staff. Of those cases, more than 25% had to do with repatriation\ndifficulties. <\/p>\n\n\n\n

ISWAN Executive Director Roger Harris,\nnotes: \u201cSeafarers are becoming increasingly frustrated and exhausted. Many\ncompanies, unions, and organisations are working hard to facilitate crew\nchange. However, it needs the strong political will of governments around the\nworld to ensure that crew changes happen without delay.\u201d<\/p>\n\n\n\n

The\nnumbers at SeafarerHelp are mirrored on ICMA and the Mission to Seafarers\u2019 Chat\nto a Chaplain <\/em>helpline. Seafarers are asking chaplains about how to manage\nthe stress of delays in repatriation, as are their families. <\/p>\n\n\n\n

Emergent\nneed for support at home<\/em><\/p>\n\n\n\n

A\ndifferent but equally grave concern is looming on the horizon: job insecurity\nfor seafarers. Many seafarers have contacted ISWAN and ICMA helplines worried\nabout how to find a new contract. ISWAN reported more than 559 seafarers who\ncontacted them in the past month seeking financial assistance. Indeed, Stella\nMaris<\/em>\u2019 research suggests that financial and job insecurity has become as\nchallenging for seafarers as is repatriation.<\/em><\/p>\n\n\n\n

ICMA\nGeneral Secretary Dr. Jason Zuidema, remarks, \u201cMany seafarers are not just at\nsea to support themselves, but for the benefit of their family, sometimes even\nan extended family. So, the delay in getting a new contract does not just\nimpact the seafarer, but a much larger group. All of us – ministries,\nemployers, training schools, governments, unions, churches – need to be in\nsolidarity with seafarers and their families at this time to help them navigate\nthese very difficult problems and find solutions.\u201d<\/p>\n\n\n\n

Our\nrenewed call<\/em><\/p>\n\n\n\n

Throughout\nthe crisis, ISWAN and ICMA have been in close contact with the maritime\nindustry associations, maritime labour colleagues, and representatives of the\nUnited Nations. Whenever positive steps forward have been seen, they have been\nresults of working together<\/em>. As welfare organisations, ISWAN, ICMA, and\nits members remain committed to working together with all<\/em> to help\nseafarers and their families get through this difficult period. <\/p>\n\n\n\n
